Ministry of Internal Affairs organizes an International Donor Coordination Meeting

On the 8th of December 2010, Ministry of Internal Affairs (MIA) organized the 4th International Donor Coordination Committee meeting with the participation of representatives of diplomatic missions, international organizations and the State Chancellery.
The purpose of the meeting was to review the international donor support activities in 2010, provide an update on the ongoing MIA and police reform process, as well as to outline the MIA’s priorities for 2011.
The meeting was chaired by the Minister of Internal Affairs, H.E. Victor Catan, who thanked the international representatives for their support to achieving important conceptual, institutional and functional reforms of the Ministry and the Police.

The Concept Document on the Reform of the Ministry of Internal Affairs of the Republic of Moldova, recently approved by the Government was presented. The document is based on the principles of protection of rights and freedoms of citizens; transparency; partnership and social orientation; harmonization of legal framework to international standards; decentralization; demilitarization; and de-politicization of the MIA. In this context, Minister Catan mentioned the Police Reform Road Map, which will serve as an instrument for the implementation of the Concept Document, and which was elaborated in August 2010 with the support of the EU and UNDP.

Minister Catan outlined the priorities for 2011, especially the capacity building of the MIA and its subdivisions, and appealed for further support from the international community.

International partners praised the good cooperation with the MIA and noted significant progress in a number of areas, but highlighting that many challenges still remain. They were, nevertheless, assured that the reform of the MIA and Police will continue with the effective coordination of international development cooperation activities.

Minister Catan reiterated the importance of collaboration and active involvement of the international organisations in the reform process, and stressed the importance of continued support in the EU dialogue on the association process, particularly in the context of liberalization of the visa regime.
