Equality and inclusion – shared priorities for the Ministry of Internal Affairs and the OSCE

 

Security is strongest when it is built on equality and inclusion. This was the key message of the meeting between Diana Salcuțan, State Secretary of the Ministry of Internal Affairs, and Saara-Sofia Sirén, Special Representative of the OSCE Chairperson-in-Office on Gender Issues. 

The discussion centred on the Women, Peace, and Security Agenda, recognized as an essential framework for advancing sustainable peace and security. The Ministry of Internal Affairs outlined its commitments to mainstreaming gender perspectives into policies and strategies, backed by concrete institutional measures and efforts to foster an inclusive and safe working environment.

The partnership between the Republic of Moldova and the OSCE is reflected in projects that have a direct impact on national security. One such initiative, Developing opportunities for cooperation between the Moldovan Police and the OSCE in the context of regional security, has strengthened the authorities’ capacity to analyse information on cross-border trafficking, manage risks, and combat transnational organized crime, including the illicit trade in small arms and ammunition.

With OSCE support, Moldova has modernized regulations to promote intelligence-led policing, prevent human trafficking, and streamline aviation security procedures. Training programs have certified specialists and trainers in strategic analysis and document control, while modern technical equipment and security assessments, such as those conducted at Chisinau International Airport, have further enhanced institutional resilience. 


The meeting underscored that sustainable security depends on close cooperation, with equality and inclusion serving as central pillars of this framework.
