The Ministry of Internal Affairs presented its strategic priorities for 2026 - 2030


The European future of the Republic of Moldova means greater safety for people, stronger communities, and modern public institutions. Today, at a dedicated conference, the Ministry of Internal Affairs outlined its strategic priorities for 2026 - 2030, focusing on institutional modernization, enhanced citizen security and progress in the country’s European integration.

The event was attended by Marta Kos, European Commissioner for Enlargement, who is on an official visit to the Republic of Moldova.

As part of the presentation, seven sectoral programs were introduced, covering: public order and security, crime prevention and control, small arms and light weapons management, civil protection and emergency response, border management, migration and asylum, as well as the gradual integration of foreigners, including displaced persons. These programs support Moldova's efforts to bring the internal affairs sector in line with European Union standards.

The updated version of the Internal Affairs Development Strategy for 2022-2030, approved at the Government meeting on August 26, 2025, was also presented.

"This strategy touches on what is central for EU membership: fighting corruption and keeping Moldova and the EU safe. Moldova is acting on recommendations we made during the screening process. This is the dedication and engagement we need to bring Moldova into the EU", said Marta Kos, European Commissioner for Enlargement.

"Through these joint efforts, we are advancing the transformation of the Republic of Moldova into a stronger, more resilient state, firmly anchored in the European Union", emphasized Minister Misail-Nichitin.

"Building on Chapter 24, coordinated by the Ministry of Internal Affairs, we have set the course for the other chapters. Together, we have not only reached the final stage of analysing European legislation, but also proven that we can do it. Now we are entering the most challenging stage of our European path: implementing the political and institutional commitments we have undertaken. Let us continue to demonstrate that our country is ready to succeed", underlined Cristina Gherasimov, Deputy Prime Minister for European Integration.

In the area of public order and security, the strategy focuses on police services grounded on respect for human rights. Priorities include increasing the number of patrol and response teams, reducing the average response time to approximately 15 minutes, and modernizing police infrastructure. Operational decisions will be guided by data analysis, while community policing will be expanded to all police sectors.

The crime prevention and control component seeks to strengthen national capacities to combat organized crime, corruption and cybercrime. Planned measures include creating an online platform for reporting crimes, establishing a national system for cyber incident alerts and response, and enhancing the operational capacity of the Cybercrime Center. Additionally, data on digital violence, covering the number of victims and types of reported cases, will be systematically collected and monitored to ensure better protection for those at risk.

In the field of migration and asylum management, Moldova will work to align its policies with European Union standards, ensuring a fair balance between security and the protection of fundamental human rights. Complementing this effort, the Program for the phased integration of foreigners and displaced persons will facilitate access to education, healthcare, employment, housing, and social services.

The modernisation of the integrated border management system is designed to strengthen surveillance and control capacities while also facilitating legal mobility and international trade. In parallel, the programme on small arms and light weapons control will reduce risks linked to illicit trafficking through enhanced monitoring, including stricter oversight of ammunition. The civil protection and emergency response program will build stronger capacity to manage natural and man-made disasters by providing specialized training and modern equipment to responsible units.

At the core of these reforms is the creation of a system founded on integrity, accountability, and digitization, ensuring that every citizen benefits from efficient and professional services. The Internal Affairs Strategy for 2022-2030 is aligned with the national priorities outlined in the National Development Strategy "European Moldova 2030" and the National Security Strategy and incorporates European Commission’s recommendations from the screening of Chapter 24.

Moldova's European integration depends on embedding these principles in the work of public institutions", said Daniela Vidaicu, executive director of the Soros Foundation Moldova.

"The partnership between DCAF and the Ministry of Internal Affairs shows that genuine reforms are rooted in transparency, accountability, and a stronger commitment to democratic values", emphasized Petru Țurcan, head of the DCAF Office in Chisinau.

This internationally significant event was organized with the support of the Ministry’s development partners - the Soros Foundation Moldova and DCAF, and brought together international stakeholders, representatives of public authorities, and civil society.
