A safer Moldova, closer to its citizens, with the support of the European Union

Police officers, border police, and staff from the General Inspectorate for Migration will benefit, over the next three years, from modern training and advanced equipment aimed at improving their efficiency and enabling rapid, professional interventions in support of citizens. These improvements are made possible with the launch of the EU4Law Enforcement Moldova (EU4LEM) project – a strategic partnership between the Republic of Moldova and the European Union (EU), which aims to increase community safety, modernize law enforcement institutions, and enhance the way the state responds to the needs of its people.

For the citizens of the Republic of Moldova, the project means better-protected borders, faster responses in emergencies or other urgent situations, and simpler public services thanks to a broad digitalisation process, simplifying procedures.

Additionally, the Law enforcement personnel from the Ministry of Internal Affairs, will participate in professional training sessions, study visits, and experience-sharing activities with colleagues from EU Member States. At the same time, beneficiary institutions will be equipped with modern technologies to strengthen their preparedness for security-related challenges.

The project supports the Republic of Moldova in aligning to EU standards through legislative updates, procedural improvements, and strengthened institutional. It also promotes direct collaboration with European networks such as Europol, Eurojust, and Frontex. The focus is on prevention and combating organised crime, enhancing public security, and fostering cross-border cooperation.

As part of the project’s launch, the first meeting of the Project Steering Committee was held, bringing together Moldovan and European officials. 


“Today we are launching a project that will truly make a difference in people’s lives. It is a new step in the European Union’s commitment to a safer, more modern Moldova that is ever closer to European standards. Through this joint effort, we are delivering better services to citizens, stronger institutions, and deeper cooperation with our European partners in the field of security and law enforcement,” stated Daniella Misail-Nichitin, Minister of Internal Affairs. 

“The new EU funded EU4LawEnforcement programme implemented by the French CIVIPOL and the Lithuanian CPMA agencies for the Moldovan law enforcement forces will foster collaboration and enhance capabilities in fight against organised crime, public security as well as digitalisation in the Republic of Moldova. Our EU4Law enforcement project is designed to support and accelerate the Republic of Moldova’s path toward EU membership,” noted Jānis Mažeiks, Ambassador of the European Union to the Republic of Moldova. 

The EU4LEM project is funded by the European Union with a budget of EUR 6 million that started on 1st February 2025 for 36 months. It is implemented by CIVIPOL, the international technical cooperation agency of the French Ministry of the Interior and the Central Project Management Agency from Lithuania. The initiative will closely collaborate with other EU funded projects as well as specialised European Law enforcement agencies such as Frontex, CEPOL, and the EUBAM Mission. It further aims at supporting the reform priorities of the Ministry of Internal Affairs and The Republic of Moldova’s European integration path. 

Because Moldova can be a safe, modern country — close to every citizen.
