Building integrity from within: Moldova hosts regional anti-corruption conference

 

For two days, Chisinau is hosting a regional conference titled ”Building Integrity from Within: Strengthening Internal Controls for a Corruption-Free Future”, organized by the Geneva Centre for Security Sector Governance (DCAF) and the Embassy of Sweden.

The event emphasized the critical role of law enforcement in preventing corruption, identifying systemic vulnerabilities and enhancing institutional transparency.

Minister of Internal Affairs, Daniella Misail-Nichitin, highlighted Moldova’s recent achievements, including:

- Digitizing public services to streamline interactions between authorities and citizens;

- Adopting the Law on access to information of public interest;

- Adopting the National Integrity and Anticorruption Program for the 2024-2028;

- Amending the Criminal Procedure Code;

- Approving the establishment of the Dialogue and Civic Participation Platform to enhance public participation in parliamentary decision-making;

- New membership of the Superior Council of Magistracy and the Superior Council of Prosecutors.

"Success in combating corruption depends on our collective commitment to building robust internal control systems and fostering a culture of integrity. This conference offers a valuable platform to exchange best practices, learn from one another, and develop solutions to shared challenges ", said Minister Misail-Nichitin.

According to Transparency International, the Republic of Moldova has made significant progress in combating corrupting, climbing from 91st to 80th place in the Corruption Perceptions Index.

The Ministry of Internal Affairs, through its Internal Protection and Anti-Corruption Service, has implemented proactive prevention and training initiatives aimed at strengthening employee integrity from the very first stages of the hiring process. Additionally, public information campaigns have been conducted to inform citizens and discourage bribery.

A notable example of these efforts is the significant increase in the number of police officers reporting bribery attempts – up from 76 cases in 2022 to 354 in 2024.

Looking ahead, the Ministry will prioritize strengthening inter-institutional collaboration, enhancing the regulatory framework for better protection of whistleblowers, developing regional cooperation platforms to investigate corruption networks.
