Enhanced border security through the launch of the Passenger Information Unit


On February 17, the Passenger Information Unit (PIU), a newly established unit within the Border Police of the Republic of Moldova, officially began its operations. Its primary mission is to analyse data collected from airlines and stored in the Passenger Name Record (PNR) to assess potential security risks.

At the launch event, Minister of Interior Affairs, Daniella Misail - Nichitin, emphasized the importance of timely and accurate information in today’s rapidly evolving geopolitical landscape. "The PIU enhances our ability to analyse and process passenger data, ensuring stronger border security and greater protection for our citizens," she stated.

The establishment of the PIU was made possible with support from international partners. Ruiz de Azua Ester, Head of Mission of the International Organization for Migration, highlighted that the launch of the PIU is an IOM strategic initiative coordinated with the United Nations Office of Counter-Terrorism that strengthens Moldova's national security and enhances international cooperation in preventing irregular migration and combating cross-border crime.

Ruslan Galușca, Head of the General Inspectorate of the Border Police (IGPF), noted that similar systems are already in place in all European countries. Their experience has demonstrated that these mechanisms significantly improve border control, expedite risk identification and enhance air travel security.


The border crossing point at Chisinau International Airport is one of the most important state border checkpoints, handling an ever-increasing flow of passengers. This reality requires, besides strict security measures, a more advanced system for analysis and prevention. The PIU will enhance border control operations conducted by the IGPF by providing information that can indicate possible risks at an early stage. This will enable a more efficient allocation of resources and interventions where necessary, without disrupting travellers.

The PIU will play a key role in preventing and detecting terrorist activities and transnational crimes by facilitating data exchange with national security institutions in other countries and Europol. This cooperation will help mitigate security threats and enhance responsiveness of Moldovan authorities. Additionally, all data processing and exchanges will be conducted in strict compliance with personal data protection regulations.
