Between February 4 and 6, 2025, the Republic of Moldova is participating in the Seventh Capital-Level Meeting of the Women, Peace and Security Focal Points Network in Tokyo, Japan. This event brings together over 100 international representatives to strengthen the role of women in conflict prevention and peace-building, in line with UN Resolution 1325.
During the forum, Minister of Internal Affairs Daniella Misail-Nichitin presented Moldova’s progress and the measures implemented by the Ministry of Internal Affairs to advance the National Strategy on women's involvement in national security and gender equality in the home affairs sector.
Women in Moldova’s home affairs system play a vital role in combating disinformation, maintaining public order and security, managing emergency situations and securing national borders. Currently, women make up approximately 40% of the Ministry’s workforce, with 14% holding leadership positions, including six chiefs of police inspectorates. Additionally, in 2024, the first woman from the home affairs system was deployed on an international peacekeeping mission in Kosovo. Since the start of the war in Ukraine, women in the Ministry of Internal Affairs have been actively engaged in organizing and managing refugee reception centers. Through the Women4Security Platform, the Ministry promotes women's education and active participation in the security sector.
Gender equality is also a key priority in the National Program for the implementation of Resolution 1325 (2023-2027), which aims to increase women's participation in the security sector by 10% by 2027. This goal will be achieved through initiatives such as developing professional associations, combating gender stereotypes and improving legislation to protect victims of conflict. These efforts are designed to create a more inclusive security environment where women play an active role in maintaining national and international stability.
Notably, the Ministry of Internal Affairs is the lead institution responsible for coordinating the implementation of both the Program and Action Plan for UN Security Council Resolution 1325 on Women, Peace and Security for 2023-2027.
The Program and Action Plan for implementing Resolution 1325 align with the priorities of the Council of Europe Strategy for Equality between Women and Men (2018-2023), the European Union Gender Equality Strategy (2020-2025), the UN Women Strategic Plan (2022-2025), and the Association Agenda between the Republic of Moldova and the European Union (2021-2027).
The Women, Peace and Security Focal Points Network was established to support Member States and regional organizations in enhancing the implementation of this agenda at the decision-making level. Launched in 2016 by Spain, in collaboration with Canada, Chile, Japan, Namibia and the United Arab Emirates, the initiative serves as a platform for cooperation, helping to integrate international commitments into national policies.
