CES Decision: Activating the EU Civil Protection Mechanism and generators to ensure energy security

Following the January 16 meeting of the Commission for Emergency Situations (CES), several measures were adopted to enhance the country's energy security and support the population in the Security Zone.

For the first time, the European Union Civil Protection Mechanism will be activated to assist Moldova, bringing the EU closer to the Moldovan citizens. Through this mechanism, Moldova will request international assistance to install a 125 MW gas turbine at Termoelectrica S.A. and ten 10 MW turbines at Termoelectrica S.A. and CET-Nord S.A. Additionally, a request will be made related to the purchase of 100 generators for medical, social and educational institutions in the Security Zone.

Moldova joined the Civil Protection Mechanism in September 2023 thanks to the efforts of the Ministry of Internal Affairs. The mechanism provides a framework for coordination and cooperation in responding to natural and man-made disasters. It mobilizes the response capacities of EU Member States and participating countries, including Iceland, Norway, Serbia, Northern Macedonia and Turkey (

The General Inspectorate for Emergency Situations of the Ministry of Internal Affairs continues to demonstrate its commitment to the community. Following the CES decision, electric generators will be temporarily transferred free of charge to the Bender ID Issuing Unit of the Public Services Agency, the “Tighina Forestry Enterprise” of the “Moldsilva” Agency and the Copanca local government, Causeni rayon.

The CES decision also includes measures to support businesses affected by increased electricity tariffs, distribute IT equipment to schools in the Security Zone, allocate funds to ensure the continuity of public services in the region and transfer assets to the National Penitentiary Administration to address existing energy risks.
