Ministry of Internal Affairs to oversee and manage "Strengthening Moldova's Disaster Risk Management and Climate Resilience project"

 

The Ministry of Internal Affairs will oversee and manage the project "Strengthening Moldova’s Disaster Risk Management and Climate Resilience".

This project, funded by the International Bank for Reconstruction and Development (IBRD - World Bank), will involve direct participation of the Ministry of Internal Affairs.

Recently, Moldova has drafted an Environmental and Social Commitment Plan, serving as the primary guideline for the implementation of the programme indicating the roles of the involved entities.

The Plan outlines the major measures and actions that Moldova will undertake and pilot, including timeframes, institutional mechanisms, personnel arrangements, training, monitoring, reporting and complaint management.

According to this plan, the Ministry of Internal Affairs has several tasks:

- prepare and submit regular reports to the World Bank,

- report any project-related incident or accident,

- assess and manage environmental risks and social impacts,

- adopt and implement an environmental and social management framework for the project,

- provide technical assistance for feasibility studies and capacity building and other training.

Within 60 days after the approval of the Commitment Plan, the Ministry of Internal Affairs will designate the relevant entities responsible for project implementation, based on the milestones established in accordance with the management procedures.

The Commitment Plan will include activities for management of hazardous and non-hazardous waste and electronic waste.

MIA will develop action plans encompassing measures for efficient use of pollution prevention and management resources, as well as measures to be taken in the case of noise and dust emissions, electronic waste and construction waste generation.

Moreover, MIA’s subdivisions will ensure road safety, as well as measures related to community health and safety, following the assessment of specific risks and impacts arising from Project activities, including prevention of risks related to labor influx, communicable diseases and emergency situations.

For successful project implementation, the Ministry of Internal Affairs jointly with the Ministry of Defense will develop a training plan for project staff incorporating specialized trainers from the Ministry of Defense. The training will cover occupational health and safety, prevention and emergency response.
