The project is funded by the European Union through the Interreg VI-A NEXT Romania-Republic of Moldova Programme 2021–2027.
Geographical coverage: Romania – Republic of Moldova.
Project purpose: To strengthen the joint operational capacities of the border authorities of the Republic of Moldova and Romania for state border surveillance and security through the use of modern aerial surveillance technologies, the development of capacities to detect and counter threats arising from the unauthorized use of drones, and the strengthening of cross-border operational cooperation.
The project partnership consists of institutions from Romania and the Republic of Moldova:
- Lead Partner (LP1): General Inspectorate of Border Police of the Ministry of Internal Affairs of the Republic of Moldova;
- Project Partner (PP2): Territorial Inspectorate of Border Police Iasi, Romania.
The project implementation period is 19 June 2026 – 19 December 2027, with a duration of 18 months.
The total project budget is EUR 270,000.00.
The budget of the General Inspectorate of Border Police is EUR 146,181.00, comprising 90% EU funding and 10% partner co-financing.
Overall objective: To increase the level of safety and security at the border between the Republic of Moldova and Romania by strengthening cross-border operational cooperation and using modern aerial surveillance and anti-drone technologies.
Expected results:
- Strengthened aerial surveillance capacities in vulnerable sectors of the Moldovan-Romanian border.
- Border Police structures equipped with modern surveillance equipment and anti-drone systems.
- Development and adoption of a Joint Action Plan (JAP) to strengthen operational cooperation between the partner institutions.
- Organization of two joint workshops for the development and coordination of the Joint Action Plan.
- Organization of a joint exercise in the Cahul area, with the participation of 30 border police officers.
- Improved joint response capacity to cross-border incidents and threats.
Key activities and deliverables:
1. Communication and visibility – launch and closing conferences, press releases and promotional materials.
2. Equipment:
General Inspectorate of Border Police of the Ministry of Internal Affairs of the Republic of Moldova (LP1):
- 6 small tactical drones;
- 2 anti-drone systems.
Territorial Inspectorate of Border Police Iasi (PP2):
- 8 small tactical drones;
- Insurance and maintenance services.
3. Development and adoption of a Joint Action Plan (JAP), including the organization of two joint workshops for its development and coordination.
4. Validation of the cooperation mechanisms through the organization of a joint exercise in the Cahul area, with the participation of 30 border police officers from both countries.
Final beneficiaries and target groups:
Direct: Border Police personnel from Romania and the Republic of Moldova.
Indirect: Local authorities and citizens in the border area, through increased security and reduced border-related risks.
Impact:
- Increased operational border surveillance capacity.
- Improved capacity to detect and respond to cross-border incidents and threats.
- Strengthened operational cooperation between the border authorities of the Republic of Moldova and Romania.
- Coordinated use of UAV technologies in border surveillance activities.
- Contribution to enhanced border security and strengthened institutional capacities of the Border Police.
