The project is financed by ENI – Cross Border Cooperation Romania-Republic of Moldova 2014-2020, and shall be completed by mid-2022.

General Objective:

Improving the information technology and communication services coverage capacity available to administrative authorities and institutions subordinated to the Ministry of Internal Affairs.

Specific Objectives:

SO 1. Expanding the availability of the fixed network through establishment of a mobile communication center.

SO 2. Establishment of a Cross Border Police Cooperation Centre in Lipcani in order to facilitate exchange of information and expertise between law enforcement authorities of Romania and the Republic of Moldova.

SO 3. Interconnecting, developing and upgrading the infrastructure by increasing the network’s data transmission coverage capacity.

Starting date: 29.06.2019

Project duration: 36 months

Total amount of the project: 7.591.320,33 euro, of which 5.013.840,00 euro represent the EU contribution.

LB buget: 4.301.855,47 euro, of which 2.764.040,00 euro represent the EU contribution.

During the project implementation process, on 10 June 2021, the Ministry of Internal Affairs of the Republic of Moldova signed the Service Contract for External Actions financed by the European Union. The subject matter of the contract is the execution of works for the implementation of the project’s infrastructure component. The works are executed by the construction company, “EUROSTIL CONSTRUCT'' – the amount of the contract is 82 694 300,95 MDL. The deadline for completion of the works as per the contract is estimated to be one year

To enhance the information exchange capacity between Romanian and Moldovan authorities, as per contract, modern communication means shall be installed, ensuring a secure, direct connection for law enforcement, emergency management and rail freight and passenger transport authorities from the Republic of Moldova and Romania.

To increase the flexibility of the communication network, as part of the project:

1. Mobile communication centers will be acquired, to improve the communication network flexibility and coverage capacity.

2. For maintenance purposes, mobile laboratories for technical onsite interventions will be purchased, in order to facilitate diagnosing and repair of the communication equipment and infrastructure.

3. The existing equipment assuring the railway communication within the border area will be replaced with modern equipment, capable of supporting multiple and high-quality services for traffic controllers and cross-border specific railway applications.

Expected results:

  • Increasing the network area in both countries through constructing 16 communication towers equipped with data transmission equipment on the territory of the Republic of Moldova in the NORD-EST region.

  • The communication towers shall be constructed in the following locations: SP Ciocana, Beriozka (Boscana), Step-Soci, Oliscani, Ciripcau, Pirlita (Vantina), Salvirii Vechi (Maramonovca), Gura Cainarului, Ocnita PI, Donduseni PI, Grinauti (Dangeni), Criuleni PI, Orhei PI, Rezina PI, SPSCE Soroca.

  • Rehabilitation of the ICT infrastructure and connection to the data transport hub of the 10 District Police Inspectorates.

  • The connection shall be carried out at the following District Police Inspectorates: Criuleni PI, Orhei PI, Rezina PI, Soldanesti PI, Floresti PI, Soroca PI, Drochia PI, Donduseni PI, Ocnita PI, Briceni PI.

  • The District Police Inspectorates shall be provided with modern ICT services to support the police officers in their daily activity and facilitate more timely response to citizens’ calls.
