Deputy Secretary General of the Ministry of Internal Affairs, Andrei Cecoltan, participated in the second annual meeting of the Coordination Committee of the Eastern Partnership Regional Road Safety Observatory (EaP RSO), held on January 29, 2026, in Yerevan, Armenia.
The event brought together representatives of Eastern Partnership countries, road safety experts, European institutions, and international organizations, providing a practical platform for sharing solutions and best practices aimed at reducing road accidents and protecting the lives of road users.
During the meeting, the Moldovan delegation presented recent developments in the field of road safety, with a particular focus on the implementation of the National Road Safety Programme 2025 – 2030 and the digitization of road accident data through the State Road Accident Registry (RSAR). This national computerised system for collecting and analysing accident data is aligned with the European Union's Common Accident Data Set (CADaS) and supports evidence-based policymaking and decision-making.
An important topic of discussion was the approximation to European Union standards, including alignment with the Directive on the cross-border enforcement of traffic rules (CBE) and the integration of the Republic of Moldova into the EUCARIS platform. This mechanism enables the cross-border exchange of information on drivers and traffic violations, contributing to equal rules for all road users and discouraging dangerous behavior, regardless of a vehicle’s country of registration.
Andrei Cecoltan also highlighted the impact of reforms implemented in recent years. Between 2016 and 2025, Moldova recorded a reduction of more than 39% in road traffic fatalities. Although 2025 saw a slight increase in the number of collisions, the downward trend in mortality continued.
"Road safety is not merely a technical obligation, but a direct investment in people's lives and health. The progress achieved demonstrates that, with accurate data, strengthened institutions, and coherent policies, accidents can be prevented and lives can be saved," he said.
Participants also discussed priorities for the coming period, including the creation of a regional database aligned with the CADaS system and support for the implementation of national road safety policy documents of EaP RSO member countries. In addition, the material and technical equipment to be provided through the assistance program was identified based on the specific needs of participating countries.
Moldova was commended for its successful alignment with the EU Common Accident Data Set (CADaS) and for its role as a regional leader in the digitization of road accident data in line with Eurostat standards.
Through these efforts, Moldova continues to strengthen its institutional capacity for data-driven decision-making and remains committed to reducing road traffic deaths by 50% by 2030 through an integrated, EU-aligned approach focused on protecting human lives.
