More support for the Moldovan diaspora: driving licenses to be recognized and converted in the United Arab Emirates


Good news for Moldovan nationals living in the United Arab Emirates. The Minister of Internal Affairs, Daniella Misail-Nichitin, and His Highness Lieutenant General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister of the United Arab Emirates and Minister of Interior, signed a Memorandum of Understanding on the mutual recognition and conversion of driving licenses.

Under this agreement, Moldovan licenses may be converted in the UAE in a shorter period of time, without additional exams and with fewer administrative formalities.

The signing took place on the margins of the World Governments Summit, held in Dubai from 3 to 5 February 2026.

The memorandum establishes a framework for the recognition and conversion of driving licenses by the relevant authorities of both countries. This will reduce bureaucracy, enhance mobility, and increase safety for Moldovan citizens who work, raise families, and build their future in the United Arab Emirates. At the same time, it aims to simplify and accelerate administrative procedures, support the integration of Moldovan nationals, and ensure the official recognition of valid national documents.

The initiative is aligned with Moldova’s National Development Plan 2024 - 2026 and contributes to safeguarding the right to freedom of movement for the Moldovan diaspora.

The Republic of Moldova has concluded 11 similar agreements on the mutual recognition of driving licenses and continues to expand this network to ensure that the rights of Moldovan nationals are respected, regardless of the country in which they reside.
